‘The American Jobs Act Will …’

Let’s be brutally honest, OK? I’m looking through the text of Obama’s speech and seeing all these assertions about what his plan will do:
The American Jobs Act will repair and modernize at least 35,000 schools. It will put people to work right now fixing roofs and windows, installing science labs and high-speed Internet in classrooms all across this country. It will rehabilitate homes and businesses in communities hit hardest by foreclosures. It will jumpstart thousands of transportation projects all across the country. And to make sure the money is properly spent, we’re building on reforms we’ve already put in place. No more earmarks. No more boondoggles. No more bridges to nowhere. We’re cutting the red tape that prevents some of these projects from getting started as quickly as possible. And we’ll set up an independent fund to attract private dollars and issue loans based on two criteria: how badly a construction project is needed and how much good it will do for the economy.
But it won’t do any of those things, because it’s never going to become law. It’s dead on arrival in Congress, so all the hype about his jobs plan was just sound and fury signifying nothing. Like everything else Obama says or does, the Big Speech was a complete waste of time.

I wonder if it matters whether it gets out of committee or not. Then, BO can say that the Republicans are holding up his programs again. And the lapdog media will gladly trumpet that nonsense.
It’s all about getting re-elected.

Jobs right now because everyone knows the best time to remodel schools is at the beginning of the school year.
I worked in concrete construction for 35 years I’ve never built a bridge let alone repaired one. I don’t know how many construction companies there are/were but I’m sure less than 10% of them build roads and bridges. High way and bridge construction are very heavy equipment intensive. Repairing roads and bridges is very tedious and segmented schedule intense.
I can’t imagine why Immelt didn’t explain this to him.

Transportation construction projects were the mainstay of the so-called “American Reconstruction and Reinvestment Act”, and look how THAT worked.
And does O! mean the railroad that is plagued with safety and operational problems? Uh huh.
“Everyone here knows that small businesses are where most new jobs begin.
And you know that while corporate profits have come roaring back,
smaller companies haven’t. So for everyone who speaks so passionately
about making life easier for “job creators,” this plan is for you.
….
My administration can and will take some steps to improve our
competitiveness on our own. For example, if you’re a small business
owner who has a contract with the federal government, we’re going to
make sure you get paid a lot faster than you do right now. (Applause.)
We’re also planning to cut away the red tape that prevents too many
rapidly growing startup companies from raising capital and going public.
And to help responsible homeowners, we’re going to work with federal
housing agencies to help more people refinance their mortgages at
interest rates that are now near 4 percent. That’s a step — (applause)
— I know you guys must be for this, because that’s a step that can put
more than $2,000 a year in a family’s pocket, and give a lift to an
economy still burdened by the drop in housing prices.”
Start by kicking every regulator in the EPA out into the street, where they can sell their bodies for food. Shut down the NLRB. And stop raiding manufacturers over manufactured issues.
Cliff Notes version of the speech:
“Pass this bill now. Blah blah blah. Pass this bill now. Blah blah blah…..”
I must admit, I watched the speech with the sound turned off. I loathe the sound of Obama’s voice. It’s easier (and safer) for me to read the transcripts. Watching his lips without sound is soothing, in fact.
But I really wanted to focus on the audience, and their reactions. And everything seem…..forced. No real enthusiasm, aside from the usual sycophants.
Hillary never cracked a smile. Michelle Obama appeared be bored beyond tears, and certainly unassed the AO in an unhurried but most expeditious manner. Joe Biden seemed to lead the clapping and ovations, but his timing appeared off on occasion. (Maybe his nap was interrupted by Obama’s voice?)
When the camera panned the Joint Session, especially during the ovations, not everyone stood up to clap. Hell, some folks never bothered to clap. I couldn’t tell which section was D or R (no mingling this time, unlike the last SOTU address), but it appeared that the lack of ovation was somewhat bi-partisan. Boehner apparently stood only when President Present enter and left the chambers.
All in all, it looks like President Zero scored a zero with his Big Speech

It doesn’t, the actual plan comes next Monday. If I understand correctly, how to pay for it just got dumped on the “super committee”. The scope and duties of that committee was determined by Congress and sign into “Law” I don’t understand how the president gets to expand or retask that committee.

Naw, Hair Plugs was awake and attentive the entire time. Then again, he sat next to Boehner right behind President Zero, and was in the camera the majority of the time.

He’s just wanting more money funneled to his union goons. He wants to add to the ranks of NEA teachers, for one thing, which is what all this hiring new teachers is all about. Repairing schools is money probably for another union. All this infrastructure spending is actually money to various state bureaucracies operating at a deficit, thanks to the public sector unions draining state coffers dry.
Same old shit as the last time, and the minute he starts his crap about Republicans refusing to go along, they ought to publicly and loudly accuse him of the graft and corruption that he is attempting here.
But of course, they won’t do that, will they? Of course not.

I think a modified version of Reynolds’ Law applies to everything Obama proposes: Subsidizing the markers of prosperity doesn’t produce the economic incentives that result in that prosperity; it undermines them.

What a minute, wait a minute! He’s titling it The American Jobs Act? Isn’t there some rule that whatever the title of the act is, the function will be directly opposite? What’s the track record on that? Get Smitty to work the numbers, but I’m pretty certain it’s way up there.
None of these “It will..” statements are valid. As JeffS points out down below, the TARP act was essentially the same stuff. How many broken school windows got fixed?
Even if this thing sailed through like the Flying Dutchman, at the end of the day there’s no way we’d end up seeing shovels being handed out. Barry might get a good laugh or too, but is that really worth the 457 billion?

Obama’s jobs plan will be what it has always been: Do whatever he thinks will fool enough people into saving his job.
But if he puts that on paper and sends it to Capitol Hill it probably won’t get very far.

Spot, AW. About the only transportation infrastructure work that I can think of that could be done fairly quickly is repaving roads. And that is fairly specialized work as well.
Which is pretty much what happened with ARRA – I saw a lot of roads get repaved in Washington State, most of them what looked to be 2nd or 3rd priority projects, no more than local arterial roads, some of them fairly remote.
Big whoop.

Here in LA those American Reconstruction Act billboards were all over the freeways. Roads still suck, traffic’s still a mess and the surface streets still look like the “confidence course” at Ft. Benning…
